    Personal Information: Joshua Townsend is the Owner of Strategic 32 where he brings nearly two decades of public and private experience in leading specialized outreach campaigns to find success. His diverse expertise includes public relations, economic growth, governmental affairs, and community engagement.  He has trained and mentored staffs that are innovative in their public involvement as well as their problem solving ability. He has cultivated relationships through collaborations with non-profit organizations, local governments and corporate clients while serving on a number of business organizations Board of Directors. 

    Prior to this role he was the Director of Community and Client Affairs for Craig Communications where he specialized in the creation and implementation of complex, multilayered public relations strategies to achieve campaign success. He was also Responsible for all client public facing activities to enhance client reputation or brand. Earlier in his tenure he was the Public Affairs Manager for the North Coast region at PG&E.  He has also served as District Director for State Assemblyman (now Congressman) Jared Huffman managing staff and implementing the local strategic plan. He has been employed by a number of national public relations firms including Burson-Marstellar and Public Strategies, and served as the Communications Director for Steve Westly’s State Controller campaign in 2002. As a Communications alum for the University of Arizona he enjoys a variety of sports and often coaches youth in his free time.

  • Title: Director of Pediatrics & Allergy, Kaiser Permanente

    Professional Duties:Lee Ann oversees the San Rafael, Petaluma and the Novato Medical offices for Kaiser Permanente. Additionally, she is the chair of the Kaiser Permanente Pediatric Peer Group for Northern California.

    Professional Experience:Lee Ann has a Bachelor’s degree from Dominican University and a Master’s degree from the University of San Francisco, both in Nursing.

    She received certification from Cornell University in Plant-based Nutrition and is very involved in complementary integrative health and wellness.

    Prior to her nursing career, Lee Ann worked in operations and finance in the private business sector. Lee Ann has worked in healthcare since 1992.

    Lee Ann's career can be summed up in one word-diverse. She has worked in different clinical and leadership positions in critical care units at leading tertiary care centers, in addition to being equally competent & compassionate working in rural and wilderness settings.

    She is a certified Clinical Nurse Leader via the Commission on Nursing Certification.

    Accomplishments/Community Service:In addition to the Chamber Board, Lee Ann serves on the Board of Directors for Marin CASA (Court Appointed Special Advocates). She is proud to be affiliated with this organization which serves abused, neglected and abandoned children in Marin by providing a voice in the Marin County Juvenile Court system.

    She travels both locally and internationally for medical volunteer work.

    She has volunteered in almost every capacity at her children's schools over the past 12 years.

    Personal Information:A native of Marin, Lee Ann grew up in Sleepy Hollow and attended Drake High School.

    Lee Ann resides in San Rafael with her two children.

    Professional Experience: Joanne was appointed May 1st as the new President and CEO by the Board of Directors after serving as Director of Marketing and Community Promotion since 2011. For the past two decades, Joanne has been a strong advocate for local businesses. She has over 20 years experience in small business as the sole proprietor of Double Rainbow Cafe, San Rafael and 10 years experience in downtown business management as the Director of the San Rafael Business Improvement District.

    Other Volunteer Activities: Joanne is a member of the Marin Forum Board of Directors, Marin Convention and Visitors Bureau Board, Workforce Development Board and the San Rafael Rotary Club.

    Chamber of Commerce Role: Responsible to Board for implementation and execution of the Chamber's Business Plan. Joanne is the staff liaison to the Governmental Affairs Committee and the Economic Vitality Committee.

    Education: Joanne has a degree from Boston College with a focus in Mathematics and Computer Science. She is a San Rafael Leadership Institute graduate and currently pursuing an Accredited Chamber Executive credential from the Western Association of Chamber Executives.

    Personal Information: Joanne is the recipient of two Spirit of Marin awards (1998 & 2008) as the owner of Double Rainbow Cafe along with her talented husband of 29 years, Charlie Garfink. Together they are raising two brillant and beautiful daughters, Anna (22) and Meghan (18). She likes mountain biking, hiking and her favorite "holiday" is the last day of school.
