       At their Monday 7 p.m. meeting, the City Council will hold a public hearing and consider a rate adjustment proposal for 2020 for Marin Sanitary Service (MSS). MSS provides refuse, recycling, and composting for ratepayers in San Rafael. The proposed rate adjustment would increase rates by 4.85% over 2019 levels for all ratepayers.
