What Bay Area Staffing Actually Costs in 2026, and Why We Published Our Rates
Hiring in the Bay Area is expensive in ways that do not show up on the offer letter. The salary is the visible number. The invisible ones are the eleven weeks the seat sat empty, the manager who absorbed the workload and started looking elsewhere, the candidate who accepted and then took a counteroffer, and the placement fee you did not budget for because nobody would quote you one until you were three conversations deep.
That last part is fixable, so we fixed it. Perfect Timing's rates for temporary staffing, temp-to-hire, and direct hire recruiting are now published at perfecttiming.com/pricing. No gate, no discovery call, no form. Read them before you decide whether to call us.
Why Bay Area Staffing Costs What It Does
Staffing rates track local labor markets, and the Bay Area labor market is unlike anywhere else in the country. Understanding why the numbers look the way they do makes it much easier to evaluate any agency quote, including ours.
Three forces drive it.
Salaries are high, and percentage-based fees scale with them. Direct hire is priced as a percentage of first-year salary. When the same job title pays materially more here than in most of the country, the identical percentage produces a much larger invoice. The percentage is not the outlier. The salary is.
Employer overhead is heavy in California. On the temporary side, the markup you pay is not a service fee sitting on top of other costs. It absorbs payroll taxes, workers' compensation, unemployment insurance, benefits, and liability coverage. California's requirements around paid sick leave, meal and rest break compliance, and workers' comp classification make that load heavier than it would be in most states. A meaningful share of any Bay Area markup is gone before the agency keeps a dollar.
Competition for professional talent is relentless. A qualified accountant or HR generalist in this market is not waiting by the phone. They are employed, they are being contacted, and they have options. That is what you are actually paying a recruiter to solve.
None of this makes an agency the right answer for every role. It does explain why the ranges look the way they do, and why an agency quoting far below market is usually recovering the difference somewhere you have not looked yet.
Our Rates, In Bay Area Context
Here is what we charge, and roughly where it sits in the regional market.
Temporary staffing: 50 to 85 percent markup. The exact figure depends on skill level and assignment length. Short assignments price higher, because the recruiting work is identical whether the person stays two weeks or six months, and there are fewer billable hours to spread it across. That markup covers payroll processing, payroll taxes, benefits, and workers' compensation. You approve weekly timekeeping and get one invoice.
Temp-to-hire: same 50 to 85 percent markup, with the conversion fee credited against what you have already paid. This is the tier most of our clients choose. The candidate works on our payroll while you evaluate the fit in real conditions, and when you convert them, the markup already paid comes off the conversion fee. You are not paying a premium for being careful.
Direct hire: 20 to 30 percent of annual salary. The fee covers the complete search, including sourcing, screening, background checks, skills assessments, and a dedicated recruiter from kickoff through offer acceptance. Volume pricing is available if you are hiring several roles in the same window. The 20 percent floor is reserved for our non-profit clients, stated plainly on the page rather than held back as a discount you have to think to ask for.
Compare those against quotes from firms headquartered in San Francisco or on the Peninsula and you will generally find we come in at or below the middle of the market. Downtown overhead has to be recovered somewhere.
The North Bay Is Its Own Labor Market
Here is the part that gets flattened when people say "Bay Area" as though it were one place.
A staffing agency in SoMa can source brilliantly for a client in the Financial District and be almost useless for an employer in San Rafael or Petaluma. Not because their recruiters are worse, but because the candidate pool does not overlap the way a map suggests it should. The Golden Gate Bridge is a real barrier, not a line on a map. So is the Richmond-San Rafael Bridge at 5pm. Candidates who will happily commute from Oakland to downtown San Francisco will decline the same distance northbound, and a recruiter who does not know that will send you people who accept and then quietly renege.
Perfect Timing has spent more than 20 years recruiting the 101 corridor specifically, from Sausalito and Mill Valley up through San Rafael and Novato into Petaluma, Santa Rosa, and Sonoma. That focus shows up in practical ways:
- We know what a staff accountant actually earns in San Rafael versus what the same title pays in San Francisco, and we will tell you when a posted range will not attract the person you just described.
- We know which commutes candidates accept and which ones kill offers at the finish line.
- We know the local hiring rhythms, including when the non-profit sector is mid-grant-cycle and when public agencies are moving on fiscal-year headcount.
If you are hiring in San Francisco proper or down the Peninsula, there are good agencies closer to you, and we will say so. Our depth is north of the bridge, plus nationwide support for federal, state, and local government agencies.
What "No Hidden Fees" Means When We Say It
The phrase is used loosely enough to be worthless, so here is the definition.
Our quoted fees are all-inclusive. On temporary and temp-to-hire, the markup covers payroll, payroll taxes, benefits, workers' compensation, and our service fee. That is the complete list. On direct hire, the placement fee covers the full search including background checks and skills assessments, which some agencies bill separately as pass-through costs and mention only at invoice time.
There is no sourcing retainer, no per-candidate charge, and no administrative fee added at the end. What you agree to before signing is what shows up on the invoice.
Questions Worth Asking Any Bay Area Agency
Whether or not you call us, these are the questions that separate a real quote from a headline number:
Is the fee all-inclusive, or are screening costs passed through? Some firms quote low and add background checks, drug screening, and skills testing later.
What is the replacement guarantee on a direct hire, and is it a replacement or a refund? Thirty to ninety days is standard, and the distinction matters.
How is the temp-to-hire conversion fee calculated, and does it decline over time? It should. If the person has worked for you for five months, the agency's recruiting cost has been recovered.
Are volume discounts available? Almost always yes, and almost never volunteered.
What is the candidate ownership window? Most agreements say that if you hire a submitted candidate within six to twelve months, the fee still applies. Know the number before you sign.
An agency that answers all five without hesitating is one worth working with. An agency that will not give you a range at all is telling you something.
